Background
Derby City Council and Balfour Beatty have signed a twenty-five year contract for a project to replace and maintain the city's street lighting columns and illuminated highway signs.
The project, called Lighting Derby, includes the complete replacement of over 20,000 lighting columns and 3000 illuminated signs from 2007 to 2012, and the repair and maintenance of all the city's lighting columns for the full 25-year period.
Work is programmed to start towards the ends of June 2007, with the first installation work planned for late July. Balfour Beatty, in partnership with the Council, will ensure that residents of the city are kept informed about when and where work is to take place.
Jonathan Guest, the Council's Corporate Director for Regeneration and Community, said: "The Council is delighted that this contract has now been signed and that work will soon begin, bringing significant benefits to both residents of Derby and visitors to the city."

Programme for improvements
The programme for replacing lighting columns during the first five years will be based on the areas of greatest need, but the programme will be flexible enough to allow for 'out of programme' construction if the need arises.
It will put a priority on areas:

where existing columns are structurally or electrically unsafe |
 |
with high incidence of night-time crime and costs or losses associated with this crime |
 |
with high night time road safety issues |
 |
where people have a high fear of crime |
 |
where significant construction works are being undertaken so that co-ordination between the works can be managed |
As all these lighting improvements are being supported by PFI credits, only lighting on the public highway can be included in the improvement programme. However, some lighting in parks and in areas managed by Derby Homes are included in the maintenance contract. This lighting will be replaced on a one-for-one basis when the columns reach the end of their life. Additional or improved lighting in these areas will have to be funded outside the PFI contract. Pathways which are currently unlit will be subject to the same restrictions as non-highway lighting.
